bluejay: move ffu selinux rule into BOARD_VENDOR_SEPOLICY_DIRS

The ffu selinux rule don't work because it's not included by
BOARD_VENDOR_SEPOLICY_DIRS. Move it to bluejay folder and fix the
not working problem.
