16ae19484d berlna: Cleanup overlays 
* Make AndroidManifest consistent
* Fix spacing and newlines
* Correct comments
* Sort as per AOSP order
* Correct array types
* Remove overlays that no longer exist:
  config_scrollBarrierVibePattern
  physical_volume_up_button_center_screen_location_y
  physical_volume_down_button_center_screen_location_y
  system_icons_keyguard_padding_end
* Remove overlays that are the same as defaults:
  config_deviceHardwareKeys
  config_deviceHardwareWakeKeys
* Remove overlays that shouldn't be overlaid anymore:
  landscape status_bar_height
* Move config_showUsbPortAlarm to common
