redwood: rootdir: Optimize for Spatial Audio
Add CAP_SYS_NICE.
Allow util_clamp_min for Spatializer Effect worker thread.
Reduce glitches caused by core migration.
Reduce power consumption as Spatializer Effect is DSP compute bound.
This change only affects Spatial Audio Effect processing.
