uapi: move constants from <linux/kernel.h> to <linux/const.h>
commit a85cbe6159ffc973e5702f70a3bd5185f8f3c38d upstream.
and include <linux/const.h> in UAPI headers instead of <linux/kernel.h>.
The reason is to avoid indirect <linux/sysinfo.h> include when using
some network headers: <linux/netlink.h> or others -> <linux/kernel.h>
-> <linux/sysinfo.h>.
This indirect include causes on MUSL redefinition of struct sysinfo when
included both <sys/sysinfo.h> and some of UAPI headers:

netfilter: nf_defrag_ipv4: Add sysctl to disable per interface
Add a sysctl nf_ipv4_defrag_skip to skip defragmentation per interface. This is set 0 to preserve existing behavior (always defrag per interface). This is useful for pure ipv4 forwarding scenarios (without NAT) in conjunction with xfrm. It appears that network stack defrags the packets and then forwards them to xfrm which then encrypts and then later fragments them on a different boundary compared to the source. This commit adds a new sysctl accept_ra_rt_info_min_plen that defines the minimum acceptable prefix length of Route Information Options. The new sysctl is intended to be used together with accept_ra_rt_info_max_plen to configure a range of acceptable prefix lengths. It is useful to prevent misconfigurations from unintentionally blackholing too much of the IPv6 address space (e.g., home routers announcing RIOs for fc00::/7, which is incorrect). kernel: add panic_on_warn
There have been several times where I have had to rebuild a kernel to
cause a panic when hitting a WARN() in the code in order to get a crash
dump from a system. Sometimes this is easy to do, other times (such as
in the case of a remote admin) it is not trivial to send new images to
the user.
A much easier method would be a switch to change the WARN() over to a
panic. This makes debugging easier in that I can now test the actual
image the WARN() was seen on and I do not have to engage in remote
debugging.
This patch adds a panic_on_warn kernel parameter and
/proc/sys/kernel/panic_on_warn calls panic() in the
warn_slowpath_common() path. The function will still print out the
location of the warning.
An example of the panic_on_warn output:
The first line below is from the WARN_ON() to output the WARN_ON()'s
location. After that the panic() output is displayed.

ipv6: Allow accepting RA from local IP addresses.
This can be used in virtual networking applications, and may have other uses as well. The option is disabled by default. A specific use case is setting up virtual routers, bridges, and hosts on a single OS without the use of network namespaces or virtual machines. With proper use of ip rules, routing tables, veth interface pairs and/or other virtual interfaces, and applications that can bind to interfaces and/or IP addresses, it is possibly to create one or more virtual routers with multiple hosts attached. The host interfaces can act as IPv6 systems, with radvd running on the ports in the virtual routers.
