Mark Salyzyn f39dc77849 GKI: scripts: add device_snapshot 
A script that collects /dev/ /sys/ trees, and dmesg. Filtering
elements of the trees collected to help reduce noise and better
report differences experienced by code differences.  This aids
triage and testing while modularization.

Test: minimal diff -U 1 output, with device instantiation focus.
