Anirudh Ghayal e20a3a1beb pinctrl: qcom: spmi-gpio: Fix the GPIO strength mapping ...

The SPMI based PMICs have the HIGH and LOW GPIO output
strength mappings interchanged, fix them.

Keep the mapping same for older SSBI based PMICs.
