948cee4834 UPSTREAM: media: rc: add ioctl to get the current timeout
Since the kernel now modifies the timeout, make it possible to retrieve
the current value.

4444fa3a4b UPSTREAM: media: rc: add new imon protocol decoder and encoder
This makes it possible to use the various iMON remotes with any raw IR
RC device.

eb8945802d UPSTREAM: media: lirc: implement scancode sending
This introduces a new lirc mode: scancode. Any device which can send raw IR
can now also send scancodes.

The other fields of lirc_scancode must be set to 0.

Note that toggle (rc5, rc6) and repeats (nec) are not implemented. Nor is
there a method for holding down a key for a period.

6f52b16c5b License cleanup: add SPDX license identifier to uapi header files with no license
Many user space API headers are missing licensing information, which
makes it hard for compliance tools to determine the correct license.

By default are files without license information under the default
license of the kernel, which is GPLV2.  Marking them GPLV2 would exclude
them from being included in non GPLV2 code, which is obviously not
intended. The user space API headers fall under the syscall exception
which is in the kernels COPYING file:

   NOTE! This copyright does *not* cover user programs that use kernel
   services by normal system calls - this is merely considered normal use
   of the kernel, and does *not* fall under the heading of "derived work".

otherwise syscall usage would not be possible.

Update the files which contain no license information with an SPDX
license identifier.  The chosen identifier is 'GPL-2.0 WITH
Linux-syscall-note' which is the officially assigned identifier for the
Linux syscall exception.  SPDX license identifiers are a legally binding
shorthand, which can be used instead of the full boiler plate text.

This patch is based on work done by Thomas Gleixner and Kate Stewart and
Philippe Ombredanne.  See the previous patch in this series for the
methodology of how this patch was researched.

d55f09abe2 [media] lirc.h: remove several unused ioctls
While reviewing the documentation gaps on LIRC, it was
noticed that several ioctls aren't used by any LIRC drivers
(nor at staging or mainstream).

It doesn't make sense to document them, as they're not used
anywhere. So, let's remove those from the lirc header.

b7be755733 [media] bz#75751: Move internal header file lirc.h to uapi/
The file include/media/lirc.h describes a public interface and
should thus be a public header. See kernel bug
https://bugzilla.kernel.org/show_bug.cgi?id=75751 which has
a manpage describing the interface + an acknowledgment that this
info belongs to uapi.
