Oliver.Zeng b58d287e88 [ALPS05057899] access_ramoops: Add access_ramoops to default config ...

This driver allows userspace to access the ramoops and ramoops
metadata carveouts to decrypt the ramoops.

Enable access_ramoops in default config and add device tree entry
for the Resume on Reboot feature.
