Jiaguang Zhang d82c5680ae [ALPS06140953] cmdq: fix gce thread count wrong issue ...

MT8168 GCE thread count is 16 not 24.
This will cause GCE return IRQ_NONE in gce irq handler which
will casue system lower down the priority of gce irq handler,
and cause performance issue
