XieLong 2a8d08ab08 sdm710: sched: Add stub for mark_reserved when WALT is disabled ...

When CONFIG_SCHED_WALT is unset and define CONFIG_CFS_BANDWIDTH,
fair.c still calls mark_reserved(), causing implicit declaration errors.
