Lee Jones f7b745e624 ANDROID: Snapshot Mainline's version of checkpatch.pl 
Nothing fancy here.  Keeping full history is not required.

  `git checkout mainline/master -- scripts/checkpatch.pl`

This may need to be done periodically.
