Add a configurable overlay to control a whether to disable firmware
roaming when the device goes into idle mode.
When the feature is enabled, all STA ifaces will disable firmware
roaming upon entering idle mode. Upon exiting idle mode, all STAs except
ones being used for the local-only use-case will re-enable firmware
roaming.
