This reverts commit 68d3ff6022.

Reason for revert: It causes hotspot cannot be enabled on OTA devices

68d3ff6022 wifi: Disable STA+SAP concurrency 
Because the DBS feature is not ready yet, disable
STA+SAP concurrency to prevent unexpected behavior
