Disable CDPreferHighCap, use cam2 for CAMERA_STREAMING_STANDARD

Using cam2 will help reduce the framedrops for 120fps, and disabling
CDPreferHighCap helps with distributing the tasks to all cores and not
just being restricted to middle cores.
