Add POWER_EFFICIENCY uclamp max to adpf config

Add the "UclampMax_EfficientBase" value to the ADPF config in the
powerhint.json to specify efficient core scheduling in the static
case, and "UclampMax_EfficientOffset" for the dynamic case, for this
device.
