86752fa50e Reland caimito: powerhint: Use the same hints as zuma for baseline. 
Use the latest udc-qpr-dev p23 zuma powerhints.
Support selecting different powerhints json file for prototype
and production devices.

Test: Build passed;
      The expected powerhint json file was loaded in device test.
