Wifi: Enable config_wifiSaeUpgradeEnabled
...
Previously, we disable config_wifiSaeUpgradeEnabled since the fw was not
ready (b/299032759). Re-enable config_wifiSaeUpgradeEnabled to support
SAE upgrade.
