f69d6acb59 display: km4/cm4: enable histogram for operation rate switch 
- Set the threshold of luma delta to 15 for triggering the switch.
- Lower the NS mode blocking zone to about 15 nits.

This is a max volume (Vol 25 only) tuning.
Known issues with some distortion in low frequency and
piano, working on resolving for next tuning.
