thermal: Add step_ratio to VSkin-Speaker-Model

Browse source 
Add a step ratio of 0.4 to vskin-speaker-model prediction.
This will help to:
- reduce the noise due to overfitting
- avoid sudden jump in temperature

Test: Push to device and verify dumpsys and thermal log
