thermal: Add VIRTUAL-SKIN-MODEL

- Add vskin-model.
- Rename existing vskin to vskin-legacy.
- Add input validation for model and fallback on vskin-legacy for
  vskin-model.
- Add abnormality and residency stats for vskin model.

Bug: 315948438
Test: Local build and verify lshal and thermal logcat.
