gps: Update release 4.15.1_13_240603_R2 config to enable PDR on CT3

Add NavOptions=0x2443 to enable PDR
Add Chip_Configuration_mems_data_Configuration=0x27 to support Step
counter and Magnetometer

Test: CTS/VTS, sanity test/stress test/SST
