Wifi: Add PixelWifiOverlay2024 and update the overlay

This CL adds PixelWifiOverlay2024.
Also, disable config_wifiSaeUpgradeEnabled because it not be support in this stage,
will re-enable it after the feature is ready.
Test: Wifi overlay is workable
