This reverts commit 55d224f158.

Reason for revert: Fallback to MPC 14, since CT3 does not support JPEG_R on front facing cameras.

This is a workaround to avoid release blocker in the current release.
Remove the service to not trigger the related test. Original fix would
be included in the next release.
