Comet: Move init.insmod.cfg from vendor to vendor_dlkm
...
To decouple init.insmod.${device}.cfg from HLOS,
it is moved to kernel repo and built in vendor_dlkm.img.
Also make init.rc to load it from vendor_dlkm/
