Alan Chen b7f9b4a306 Create radio_ext aidl service declaration

Note: This is copy of the reverted commit
cbc4b64bd1 (ag/24799507) plus the fix to
the problem that caused the revert which is to mark the radio_ext
service as optional in the compatibility matrix.

Bug: 285459428
Test: manually verified dumpsys and logs that service starts without
errors
