ddb350b111 Fix that no sound from TalkBack when using Spanish/French/Japanese/German/Italian language. 
Update and remove some voice packs of Text-To-Speech in the partition.

787f7121ad Revert "Fix that no sound from TalkBack when using Spanish/French/Japanese/German/Italian language." 
This reverts commit 907e889ec4.

Reason for revert: The file size of all voice packs have drastically increased, and may take more space to impact the stability.
