This property prevents display high brightness mode from being triggered
due to HDR layers produced by camera.

To decouple init.insmod.${device}.cfg from HLOS,
it is moved to kernel repo and built in vendor_dlkm.img.
Also make init.rc to load it from vendor_dlkm/

Currently the CPU scheduler is not tuned to set the proper OPPs
for camera use cases so hard limiting the CPU frequencies to limit
the CPU power. This is just a temporary solution and should be
adjusted if it causes any perf regression.
