The dvfs headroom was split into its own knob. Update to use it.

util_threshold only controls migration margin now. dvfs headroom has its
own new knob.

shusky: move perf/thermal configs around

Move shusky thermal .json files into thermal/
and perf configs into perf/.
Also move the configs into device-shusky-common.mk,
allowing override of the config file path.
