075b408020 tangorpro: Pull init.insmod.*.cfg from vendor_dlkm 
We've started pushing init.insmod.*.cfg into the kernel prebuilts, and
installing it to /vendor_dlkm/etc, but it may not be available on all
prebuilt variants (e.g., kernel 5.10).

Here, we:
1. conditionally install our common init.*cfg to /vendor_dlkm (only if
   $(TARGET_KERNEL_DIR) doesn't have a copy)
2. point init at /vendor_dlkm/etc

When we've cycled completely off of kernel 5.10, we can drop #1.

e4dd513cc5 Use PRODUCT_COPY_FILES to install uwb country files 
Previously, these files were installed with a custom $(shell) command
in an Android.mk file. This doesn't let the build system know that
these files exist, and breaks hermetic partition builds.

Instead, install them with PRODUCT_COPY_FILES, and add a check that
the list is up-to-date.

c04cea2ace tangorpro: revert "set metadata_init_delete_all_keys to false" 
Reverts ag/18876019 now that the underlying problem is fixed.
Additionally setting this property can cause devices to fill up with
keys and Cts tests to start failing.
