Disable CDPreferIdle, set DSUMin to 610MHz for 60fps

With MulticamRoutingNode on RT, the performance is no longer impacted by
having CDPreferIdle disabled. Additionally, this CL reduces DSUMin to
610MHz, saving overall up to 50mW in CPU power.
