398ff36592 thermal: enable wired charging throttle

66c6afa1e2 thermal: Remove deprecated power rails 
Remove the below power rails as they're going to be replaced with
different ones for better ODPM coverage.

  - S8S_VDD_G3D_L2
  - L9S_GNSS_CORE

579cd6ce9e thermal: init basic cpu throttle 
Based on similar device thermal policy init the cpu throttle

There are some basic thermal function removed / changed, b/317750833 for  tracking:
1. Remove GPU cooling device
2. Remove chg_mdis cooling device
3. Higher temperature threshold, VSKIN shutdown set to 75 degC
