Paulsu Su 9f7a17064a powerhint: Add nodes required to enable auto migration margins/dvfs headroom 
Port from ag/26990115

Everything should be disabled by default.

Make sure camera and game explicitly disable them by default too.

Ensure the feature is disable when screen is idle.

Flag: NONE powerhint change does not support flags
