zuma:interfaces:boot: add aidl interface support

bootctrl aidl interface is based on hidl 1.2 interface implementation
code and migrate to aidl interface

Test:
  - boot to home
  - OTA successfully in Recovery mode
  - OTA successfully in OS mode
