326c63126d zuma: Remove sysprop forcing renderengine to skiaglthreaded 
This is already the default, so no need to set via sysprop. Moving
forward, we will set this using flags, unless a particular category
of device needs to override the flag.

0cdeda46b2 liboemservice_proxy: Update sepolicy to hal 
This was wrongly configured originally, and has instead been modified to
follow the advice from
https://source.android.com/docs/core/architecture/aidl/aidl-hals#sepolicy.

d7decd5eee Add capacity_headroom to gpu sysfs 
This allows userspace (notably the power HAL) to apply a boost to GPU
frequency independent of previously measured load.

9070489e16 liboemservice_proxy: Include in build 
Previously, `Liboemservice_proxy` was included as a part of DMD, and so
didn't need to be included on its own. However, since these two have
been decoupled, we need to explicitly include the build target here for
it to execute on device.

Test: Build and check logs to ensure service starts up on boot
