1f885d0bcd Allow dump_modem to read logbuffer and wakeup events 
Updating sepolicy for dump_modem to read /dev/logbuffer_cpif. This is
required as part of bugreport.

Test: Tested bugreport on P23

df7ece2441 Update selinux-policy for ModemService. 
Allowing the ModemService write access to the sysfs attribute
cp_temp which is used to update the thermal zones.

Test: Verified sysfs attribute security labels
