ANDROID: GKI: update .xml file after cfg80211 changes

The abi .xml has to be updated as one of the reserved fields for padding
was needed to be used for backporting upstream cfg80211 changes.

type 'struct wiphy' changed
  member 'union { const struct wiphy_backport * backport; struct { u64 android_backport_reserved1; }; union { }; }' was added
  member 'u64 android_backport_reserved1' was removed
