dianlujitao 2907e1d30e a71-common: audio: Enable compress voip

Volume control for VoIP calls (WhatsApp, WeChat, etc.) is simply
*stubbed* in audio HAL when compress voip is disabled. I don't know if
this is by design but clearly not what we expect.
