* Adds build-tools and kernel-build-tools.
* Remove the LZ4_PREBUILTS_BIN and DTC_PREBUILTS_BIN.
* Update DTC_EXT and DTC_OVERLAY_TEST_EXT to point to kernel-build-tools
* Switch from mkdtb to mkdtboimg.py (in kernel-build-tools)
