In the api wlan_dcs_wlan_interference_process(), the XPAN sap initiate multiple CSA when the rx clear cnt is above threshold. This frequent XPAN SAP CSA is not expected. Add support to check the cycle count to be lower than rx clear count value to prevent frequent initiation of CSA. Change-Id: I6a94239d1641dbfcd35eed7d2affafd043abbd92 CRs-Fixed: 4126633
