chandu078 c424d07b58 oplus: network: Replace QCOM_PLATFORM with CONFIG_OPLUS_SYSTEM_KERNEL_QCOM ...

Since QCOM_PLATFORM is not defined, use CONFIG_OPLUS_SYSTEM_KERNEL_QCOM
to properly determine QCOM platform compatibility.

This ensures the function is only exposed when building
for a Qualcomm-based OPLUS kernel.
