ANDROID: init: GKI: enable hidden configs for GPU

Browse Source 
Add hidden configs to GKI_HACKS_TO_FIX so they are enabled for loadable
GPU modules built out-of-tree.

Test: rebuild kernel binary and pass checkvintf
