Minchan Kim 01a6275c21 arch: arm64: configs: Disable CONFIG_MEMCG and MEMCG_SWAP
CONFIG_MEMCG is not set

Pixel doesn't use the memcg but it hurts 15% performance in minor
fault benchmark so disable it until we see strong reason.
