Trying to add more than 4 fingerprints per user causes the Udfps
overlay to not appear and shows the following message in logs:

caimito & comet have peak refresh rate higher than
60 Hz, so allow users to toggle high-refresh rate like on stock.

The default for swap_free_low_percentage is 10, and this CL reduces it
to 7 to compenstate for AiCore carveout (4GB on 12GB device).

In JP, the device is not allowed to enable hotspot on W52 (5G band 1) outdoors unless the warning statement is present, and the original mechanism would violate regulations when the device connects to AP on W52 and enables the hotspot outdoors.
This CL disable config_wifiEnableStaIndoorChannelForPeerNetwork and make sure the device will not enable hotspot on Indoor Channel

Since the system is more reactive now when tasks are getting busier, set
DownRateLimitUs to 500us to avoid increasing power.
Also enable pertask iowait boost as util_avg will always start from
0 for forked tasks and this could impact io tasks that need additional
help to ensure to migrate to bigger core if they need more perf.

It's disabled by default.
Ensure camera and game mode explicitly disable it too as it is only
required when auto margins are enabled for now.
Ensure it is disabled when screen is off too as We don't want io
activities to cause wake up on bigger cores while screen is off.

The numbers 984, 985, 997, 998, and 999,
which were previously only processed with normal routing on plus_pl and play_pl,
be added to telekom_pl and orange_pl for normal routing as well.
