Resolve issues with VoWiFi (Wi-Fi Calling) for Pixel 9 series, which
now uses a different proprietary package for its qualified networks
service.

caimito & comet have peak refresh rate higher than
60 Hz, so allow users to toggle high-refresh rate like on stock.
