rt_uclamp_min and sf_uclamp_min have been made redundant in Pixel by
ADPF for sf, so we are just going to remove them outright rather than
worrying about overriding them later

Do not override UsbDataStatus when already populated.
Compliance warnings such as missing Rp do not populate
UsbDataStatus and the port partner is detected.

If STA firstly connected with 6ghz channel AP and Application create p2p group without config, wpa_supplicant also tried to select STA-associated channel(in this case, i.e. 6ghz ch).
