9a6261a19e Bluetooth: update US/CA SAR tables 
Because original EDR max power limit was too high that BT chip whould
not achieve to, reduce power limit to fix power control issue.
Update US/CA Bluetooth SAR tables.

Test: RF team test with BT firmware v0060.1036

4e4c9b5ed5 Enable dynamic recomposition by default 
Dynamic recomposition in HWC is a feature to save some power savings
during idle case by flattening all layers using GPU composition.

Enable dynamic recomposition for display with index 0.

3fcd20eb88 Ring volume icon stuck at normal 
Fix the bug where dragging ring volume slider all the way to left
would not trigger an icon change, on devices that do not have
a vibrator.

Solution: offer a boolean config for volumeDownToEnterSilent.

Test: Manual. Slide ring volume to left in settings. Ring volume
icon should switch to mute/vibrate and not get stuck at normal.
