b82515fe5d powerstats: bring PixelStateResidencyDataProvider to device config 
Second parameter is required to add PixelStateResidencyDataProvider.
If display entity name is empty, the device doesn't support display
VRR power stats.

610457c23f Change FACE_UNLOCK_BOOST to Maximize CPU Frequency 
This is part of an optimization that limits the length and prevelance of
this power hint. Strict, ultra-agression minimizes power and latency
versus always-on mid aggression.

Based on similar device thermal policy init the cpu throttle

There are some basic thermal function removed / changed, b/317750833 for  tracking:
1. Remove GPU cooling device
2. Remove chg_mdis cooling device
3. Higher temperature threshold, VSKIN shutdown set to 75 degC
