16k: Configure 16k developer option for tegu 
Enable 16KB developer option on tegu depending on whether
RELEASE_GOOGLE_TEGU_16K_DEVELOPER_OPTION flag is defined.

Test: m with tegu-trunk_staging-userdebug
      Manually tested 16K developer option to ensure device boots with
      16K page size
