Satya Rama Aditya Pinapala cfa1f49125 disp: msm: dsi: fix ESD checks for sim and vid panel modes

Enure that ESD check doesn't result in a false negative while
booting up with a simulation panel or if TE based check is enabled
and panel switches it operating mode to video.
