msm-kernel: add keygen to generate key-pair using openssl

Module signing and dm-verity needs key pair to be generated
using openssl. Add keygen file which is needed to generate
keys using openssl.

This is snapshot of keygen file from waipio from 
'commit daaa229e5499 ("Merge "usb: dwc3: dwc3-msm-core: 
Check that stop host/device mode completed"")' 
from msm-5.10 branch.
